The World Bank has hired Conict Consultants for producing an options paper for Rural ICT Development and Broadband in Ukraine using demand aggregation and stimulation mechanisms

The study shows how the revenues from a Universal Service Fund could be applied for developing ICT infrastructure and services in rural Ukraine, using demand stimulation methodologies. The study contains two busines models (Wimax-based) for two rural regions, enabling the Government to strike the right balance between end user prices (affordability) and level of funding of the initiatives.
